Mr Paul-Émile Cloutier

Over the past 25 years, Paul-Émile Cloutier has held senior executive positions in diverse fields. In his current role as President and CEO of HealthCareCAN, Mr. Cloutier has enhanced the importance of health research as an economic engine for Canada at both the policymaker and general public levels.

Previously, Mr. Cloutier worked as Director, Government Relations and Stakeholders at VIA Rail Canada, and as CEO and Secretary General of the Canadian Medical Association. Mr. Cloutier has also helped organizations form successful strategic alliances with various interest groups and stakeholders across the country. Under his direction, the organizations he led adopted strategies to promote the image of professionals in the health sector, including health research, as well as the services provided in Canada’s healthcare system.

Bilingual with a Master of Health Administration and a Master of Political Science, Mr. Cloutier quickly made a name for himself in the areas of strategy, communications, government and stakeholder relations, and senior management. His strengths lie in his aptitude for analyzing public and institutional trends and in his role as an advisor to senior executive in government, not-for-profit organizations and the private sector.

Mr. Cloutier became a member of the IHF Governing Council in November 2021.
