Carissa Gilbert is a senior healthcare leader with over a decade of experience supporting high profile organisations including the National Health Service (NHS) England and the United States Department of Health and Human Services. She began her NHS career in quality improvement and project management within a trust before moving into national roles shaping policy and strategy, including the COVID-19 vaccination strategy.
She has delivered national programmes across urgent and emergency care, mental health, virtual wards and community services for the NHS. She has also shaped major policy initiatives, most recently leading work to improve the collection and use of mental health data in A&E, as well as leading the High Intensity Use programme to reduce emergency care pressures and support people with complex needs.
Her career spans the UK, US, the Caribbean and Europe, and she holds an MSc in International Health Management from Imperial College London and a Bachelor’s degree in Health and Societies from the University of Pennsylvania.
As part of the Young Executive Leaders (YEL) Programme, Carissa seeks to build relationships with rising healthcare leaders around the world and deepen her understanding of how health systems can improve access, cost and quality for their populations.
