Michał Piotr Dybowski is a healthcare innovation and policy expert with nearly 20 years of experience evaluating, governing, and implementing digital and organizational innovation in highly regulated healthcare environments. He currently serves as President of the Global Healthcare Travel Council (GHTC) and is President and Co-Founder of the Healthcare Poland Foundation (HCPL). He is also the world’s first Chief Sustainability Officer of a Hospital Federation, serving at the Polish Hospital Federation (PFSz).
His professional work focuses on the assessment of healthcare innovations at system level, including digital health, AI-enabled solutions, cybersecurity, sustainability, and organizational transformation. Michał has led and reviewed initiatives supporting hospitals in piloting and scaling innovations, with particular attention to regulatory compliance, patient safety, real-world impact, and operational feasibility.
He has contributed to national AI governance as Head of the AI Regulatory Sandboxes Section within the AI Working Group (GRAI) at the Ministry of Digital Affairs of Poland, where he supported the design of controlled testing environments for emerging technologies in regulated sectors. He is actively engaged in policy and implementation work related to the EU Cross-Border Healthcare Directive, focusing on interoperability, patient mobility, and cross-border service delivery. Michał regularly contributes to European and international healthcare forums.
